Brief Note on Membership Procedure of EPCES


Export Promotion Council for EOUs and SEZs (EPCES) has been set up by Ministry of Commerce & Industry, Government of India to service the export promotional needs of 100% Export Oriented Units (EOUs), Special Economic Zone (SEZ) Units and SEZ Developers in the country. EPCES is the only Export Promotion Council which is multi-product and scheme specific Export Promotion Council in the country. EPCES represents EOU/SEZ Sector which has over 6000 operational EOUs/SEZ Units spread all over the country. The exports from this sector during 2014-15 is to the extent of Rs.5,62,573 crore (US$ 89 billion) which is 30% share in INDIA’s exports.  

There are 7 Special Economic Zones in the country. All the EOUs, SEZ Units and SEZ Developer in the country come under their jurisdiction. i.e.

  1. CSEZ    - Cochin Special Economic Zone, Cochin

  2. FSEZ    - Falta Special Economic Zone, Kolkata

  3. KSEZ    - Kandla Special Economic Zone, Gandhidham, Kutch (Gujarat)

  4. MEPZ   - Special Economic Zone, Chennai

  5. NSEZ    - Noida Special Economic Zone, Noida

  6. SEEPZ  - Special Economic Zone, Mumbai

  7. VSEZ    - Visakhapatnam Special Economic Zone, Visakhapatnam 

There are three categories of EPCES members:

  1. EOUs      - Export Oriented Units

  2. SEZ unit - Special Economic Zone Units and

  3. SEZ        - Special Economic Zone Developers

Membership Procedure for EOUs and SEZ Units. 

As soon as a unit is issued Letter of Approval to set up an EOU or SEZ unit by the office of the concerned Development Commissioner, the said unit becomes eligible to take up the membership of EPCES. 

EOUs or SEZ units are required to submit the duly filled up application form along with the necessary documents and membership fee with the concerned office of Development Commissioner. They can submit the application form at the following places:

  1. Head office of EPCES.
  2. Concerned Regional office of EPCES
  3. Development Commissioner’s office 
The members in the category of Export Oriented Units (EOUs) and Special Economic Zone Units are required to pay membership subscription as per their export turnover of the preceding year. i.e. 

* Export turnover upto Rs. 5 Crores : Rs. 5,000/- + Service Tax @ 15% (Rs. 750)

* Export turnover above Rs. 5 crores to Rs. 25 crores : Rs. 10,000/- + Service Tax @ 15 %  (Rs. 1500)

* Export turnover above Rs. 25 crores : Rs. 15,000/- + Service Tax @ 15% (Rs. 2250) 

After the application form is submitted, it is sent to the concerned Development Commissioner’s office for issuance of membership number. The membership number is intimated to the unit by the Development Commissioner office with a copy to EPCES Head Office at New Delhi. After the issuance of membership number by the DC’s office, the Council issues membership certificate to the unit. The membership certificate is issued only one time at the time of admission. 

Membership Procedure for SEZ Developers.

As regards SEZ Developers, as soon as a company receives an In-principle approval from the Board of Approval (BOA) Ministry of Commerce and Industry, Govt. of India, they are eligible to become member of EPCES. The Developer shall send duly filled in application form alongwith copy of the latest approval and membership fee to EPCES head office at New Delhi. The membership fee for the category of SEZ Developers is as under: 

One time admission fee for SEZ Developers 

* Big SEZ Developers above 1000 hectares land : Rs. 50,000/- + Service Tax @ 15% ( Rs 7500)

* Small SEZ Developers below 1000 hectares land: Rs. 20,000/-  + Service Tax @ 15% ( Rs 3000)

Yearly Membership subscription for SEZs 

* Big SEZ Developers : Rs. 20,000/- + Service Tax @ 15% ( Rs 3000)

* Small SEZ Developers : Rs. 15,000/-Service Tax @ 15% ( Rs 2250)


After scrutinizing the application form, the Director General EPCES issues the membership number to the Developer and subsequently the membership certificate is issued to the party. This membership certificate is also issued one time.

Procedure for Renewal of Membership

The membership of the council is on yearly basis (April to March). 

Every year on 1st April EPCES sends Intimation/notice to all its members informing them to renew their membership. The members in EOU and SEZ units category are required to pay membership subscription as per their export turnover of the preceding year i.e.  

* Export turnover upto Rs. 5 Crores : Rs. 5,000/- + Service Tax @ 15% (Rs. 750)

* Export turnover above Rs. 5 crores to Rs. 25 crores : Rs. 10,000/- + Service Tax @ 15% (Rs. 1500)

* Export turnover above Rs. 25 crores : Rs. 15,000/- + Service Tax @ 15% (Rs. 2250) 

The membership subscription can be deposited at :
  1. EPCES Head office at New Delhi
  2. EPCES Regional Offices in the concerned Zone
  3. Development Commissioner’s office
  4. Directly in EPCES ICICI Bank Account 

The letter confirming renewal is issued by the Development Commission’s office. 

 SEZ Developer members are required to send the membership subscription directly to the EPCES Head office or submit it in EPCES ICICI Bank account as per their category i.e. 

* Big SEZ Developers : Rs. 20,000/- + Service Tax @ 15% ( Rs 2300)

* Small SEZ Developers : Rs. 15,000/-+ Service Tax @ 15% ( Rs 2250)

All the details with regard to payment of membership subscription from all the members in all the zones are sent to EPCES Head office. On receipt of these details, the membership is renewed and the members are issued official receipt of the Council and entries are made respectively.
